Fix TRUNCATE doc: ALTER SEQUENCE RESTART is now transactional.
ALTER SEQUENCE RESTART was made transactional in commit 3d79013b97.
Backpatch to v10, where that was introduced.
Patch by Justin Pryzby, per Yaroslav Schekin's report.
